VIC VAUGHAN Association Management Executive vic@libertysquaregroup.com He/Him/His ABOUT VIC Vic has been part of the association management team at Liberty Square Group since 2017 where he handles all the CEU course approval work for all state physical therapy chapters managed by Liberty Square Group. Currently he also provides association management services through LSG for one of the specialist academies within the American Physical Therapy Association. He was a practicing clinical physical therapist for 48 years primarily in outpatient care but has also seen patients in inpatient, sports rehabilitation, and home care. He is a published author of several articles in peer reviewed journals as well as co-authored a chapter on rehabilitation of persons with lower extremity amputations. Vic was been involved in the physical therapy association work in Connecticut for over 35 years holding numerous elected offices, including President, Vice President, Treasurer, Immediate Past President as well as several committee chair appointments. As the Public Policy Committee chairman, he lead the effort and was instrumental in the successful passing of legislation allowing patients direct access to physical therapists in 2006, as well as several other legislative initiatives. He continued his government advocacy work on the federal level as an appointed member of the APTA Public Policy and Advocacy Committee. For his cumulative legislative work, he was awarded the State Legislative Leadership Award in 2006. For his overall service work to the professional association, he received APTA’s Lucy Blair Service Award in 2018. As a member of Doctor of Physical Therapy program faculty at Sacred Heart University he taught multiple entry level courses and also ran the faculty practice for 19 years. In addition, he directed the Sacred Heart University orthopedic physical therapy residency program for 3 years. Most recently he has continued his engagement with the profession through teaching online courses in the post-professional and entry level Doctor of Physical Therapy programs at Shenandoah University. As a new avid golfer, he is fully engaged in one of the most confounding sports around. Beyond golf he really enjoys exercise and the beach.

Tim DeLouchrey Associate Vice President tim@libertysquaregroup.com He/Him/His ABOUT TIM Tim DeLouchrey is an Associate Vice President at Liberty Square Group where he specializes in government affairs, public relations, and political campaigns. During his time at LSG, Tim has led strategy and activity for large scale campaign efforts at multiple levels of government. On the state side, Tim has run three successful cycles for candidate clients, including over 50 State Representatives. He is also an expert on the intricacies of municipal ballot initiatives and the strategies that help them thrive. Tim manages client outreach to priority stakeholders on a wide range of other topics in the government affairs and public relations space, including non-profits, foundations, labor unions, corporations, and other activist groups. He also conducts trainings on testifying at public hearings and helps clients hone the message that will best appeal to their target audiences. Prior to joining his current department, Tim was Director of Operations at the Blue Lab, where he trained dozens of college students each semester on how to effectively staff and manage political campaigns.

She harnesses deep journalistic experience to help clients attract good attention to their brand or manage lightning strikes to their reputation. She spent decades on deadline as an award-winning reporter and editor at the Boston Globe, People Magazine, the Providence Journal, the Columbus Citizen- Journal, and The Plain Dealer. She saw up close how reputations rose and fell by the way entities responded to media outreach. From years of covering and editing coverage of legal matters, she also saw how narratives get set in litigation long before the battle reaches the courtroom. That experience has informed her work over 13 years, finding and implementing the right strategy on behalf of CEOs, consumer and biotech companies, large non-profits, including hospitals, universities and private schools, as well as famed scientists and authors. Whether by driving attention to an untold side of a story or mitigating a runaway narrative, she helps clients get their message across. Her background and experience have been a game changer for clients feeling powerless on the mercurial media landscape. An Ohio native, Ms. Rakowsky holds a bachelor’s degree in political science and journalism, with honors in journalism, from the University of Michigan.

As a licensed physical therapist, she understands the challenges of those in the profession, so the transition to working with chapters of the American Physical Therapy Association was a smooth one. With clients throughout the northeast, Ms. Paolangeli often refers to herself as “virtual Tamara” as she utilizes technology regularly to ensure that all our Liberty Square association management clients get the service they need regardless of their location. Tamara earned a B.S. in Physical Therapy from the University of Vermont and an M.S. in Allied Health Education from the University of Connecticut. She lives in Tolland, CT.

TIM SULLIVAN Managing Director, Government Relations sullivan@libertysquaregroup.com He/Him/His ABOUT TIM With over 20 years of government relations and campaign experience, Tim Sullivan is widely recognized on Beacon Hill, Capitol Hill, in Boston City Hall, and across Massachusetts as a strong and reasonable advocate with a solid grasp of the issues and a unique ability to effectively articulate policy positions in a manner that resonates with people on all sides. After 10 years at the Massachusetts AFL-CIO, where he rose to be Legislative and Communications Director, Tim joined the new administration of Mayor Martin J. Walsh in the City of Boston in 2014 as Chief of Staff for Intergovernmental Relations/Senior Advisor for External Affairs. In 2016 he was promoted to Director of Intergovernmental Relations. In his decade at the AFL-CIO Tim worked hard to pass legislation to improve the quality of life for working families and served as the spokesman for the state AFL-CIO. In the City of Boston Tim managed the staff that enacted Mayor Walsh’s legislative priorities in Washington, on Beacon Hill and in the City Council, and served as Mayor Walsh’s chief representative to elected officials at all levels of government. Prior to joining Liberty Square Group as a Vice President, Tim founded Teamwork Public Strategies and worked with clients on issues from climate change to the 2020 Presidential Election. In 2022, Tim became Managing Director for Government Relations for the Liberty Square Group, where he works with clients from The Coca-Cola Company to Boston Harbor Now. He has received numerous recognitions for his contributions in public affairs, including the 2010 Massachusetts AFL-CIO Merit Award for Outstanding Service and Leadership, and Campaigns and Elections Magazine’s “Top 80 Across the Spectrum Massachusetts Influencers.” Tim also serves on the Executive Team of the Workforce Solutions Group, and for 18 years as a member of the Board of Directors of MembersPLUS Credit Union, where he has chaired the Community Reinvestment Act Committee. He was also on the Board of Directors of the United Way of Massachusetts Bay and Merrimack Valley until he reached the maximum term of nine years. A graduate of the University of Richmond’s Jepson School of Leadership Studies, Tim received a Bachelor of Arts with a triple major and honors-level credentials in Leadership, Political Science and Rhetoric & Communication Studies. In 2012, Tim graduated with a Master’s Degree in Labor Studies from the University of Massachusetts-Amherst, as well as from the University of Massachusetts-Boston School of Management’s Center for Collaborative Leadership Emerging Leaders Program, where he was the first union leader ever accepted into the program and now serves on the Board of Directors. Tim and his wife Beth are the overjoyed parents of three kids ages 10 and under: Ryan Joseph, Christian James, and Avalyn Amor.

Over the last twenty years, Stacey has worked at the highest levels of state and federal government. Most recently, Stacey served as a Sr. Advisor for Senator Ed Markey’s hotly contested re-election. Appointed by Governor Deval Patrick, Stacey served as the Commissioner of the Massachusetts Department of Transitional Assistance. She served as the chief of staff to the Massachusetts Secretary of Health and Human Services from 2011 to 2013, managing the operations of the largest state secretariat with nearly 22,000 employees and a budget of more than $15 billion. Stacey was the Executive Director of the Massachusetts Democratic Party for four years, and was one of the chief architects of an election strategy that won every constitutional office, and 95% of legislative and county seats in 2010. She has extensive experience working with non-profit organizations, labor unions, community groups and stakeholders. She is known for her ability to quickly assess a problem or situation and develop and implement effective solutions.

AMANDA COX Associate Vice President amanda@libertysquaregroup.com She/Her/Hers ABOUT AMANDA Amanda Milad Cox is Associate Vice President of Strategic Communications and Public Affairs, where she develops public relations and public affairs initiatives for a diverse portfolio of clients across sectors such as tourism, human services, healthcare, and the nonprofit arena. She brings deep experience in media relations, stakeholder engagement, and strategic messaging to help organizations navigate complex communications challenges and elevate their public presence. Previously, Ms. Cox served as Chief of Staff to Massachusetts State Representative Cory Atkins, Chair of the House Committee on Tourism, Arts, and Cultural Development. In this role, she played a key part in advancing legislation on civil rights, education, and equal pay, collaborating closely with stakeholders to develop and implement effective policy strategies. Earlier in her career, Ms. Cox worked as a sports reporter for row2k media, covering rowing at national and international competitions including the NCAA and World Championships. An active member of the rowing community, she is a multi-time Head of the Charles champion and a Commodore emeritus of the C.R.A.S.H.-B. Sprints World Indoor Rowing Championships. Outside of work, she enjoys running, cooking elaborate meals, and keeping up with her two daughters. Ms. Cox holds a dual degree in Economics and Public Health from SImmons University.
